The Failure of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are waged: optimistic declarations are issued from various governments. Considerable effort is devoted on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from enemy soil, a capacity enabled by current data. From vantage locations, defense planes that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: maybe the incoming missile won't cause damage this time, protecting urban areas from ruin and another blackout.

Persistent Threats

Not long after, a heavy machine gun engaged a drone close by, part of a rapid response unit – probably imported technology. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv awoke to the early updates: several casualties, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on external assistance – a need that European nations are evidently unprepared to replace in the immediate future.

Failed Diplomacy

The detailed framework from US administration generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, certainly, continue.

Strategic Calculations

It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a premise understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is unfeasible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does little to deter Moscow, through words or deeds, from believing that the current condition will not change more in its benefit in the near future.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its favour.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, personal considerations are becoming relevant: personal goals to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their focus does not move to internal issues. And although their task will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a just a single week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.

While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
